EAC Export Control & Operations Specialist - Kisumu
Position Overview
Location: Kisumu, Kenya
Experience: Minimum 5 years in EAC customs clearance and cross-border operations
Transport Modes: Road, Lake (Kisumu), and Sea transport expertise required
Key Responsibilities:
Export & Transit Clearance Management
- Supervise all cross-border export and transit clearance from Kenya to Tanzania, Uganda, Rwanda, Burundi, South Sudan, and DRC
- Prepare, review, and validate export/transit documentation (Commercial Invoices, Packing Lists, Certificates of Origin)
- Issue Export Delivery Notes and coordinate EXIT & Movement C2 declarations with Planning team
- Track customs entry registration, loading progress, border arrival, and customs release status
Border Coordination & Compliance
- Coordinate with ICDs, border customs, transport teams, and clearing agents to resolve clearance exceptions
- Analyze transit lead times and manage exceptions for regulatory compliance
- Prepare and follow up on KRA applications for temporary import/export cargo
- Apply for customs seal exemption approvals for open-body trucks
KRA & Documentation Management
- Manage KRA Certificate of Origin system activities (raw material/finished goods registration)
- Coordinate KRA factory inspections and origin determination approvals
- Conduct EAC import/export project studies and cost inquiries
- Compile and verify all export transit clearance files for Finance audit and archiving
Reporting & Financial Oversight
- Verify and process supplier invoices and payments for EAC operations
- Prepare consolidated operational and performance reports for all EAC transit activities
Qualifications & Experience:
- Minimum 5 years hands-on experience in EAC import/export customs clearance and cross-border transit operations
- In-depth knowledge of import/export clearance procedures along Tanzania-Kenya, Kenya-Uganda, and Zambia-Tanzania corridors
- Strong expertise in coal import clearance and procedures
- Proven experience handling Kisumu lake transport exports to Uganda with full customs clearance
- Strong operational familiarity with Namanga, Busia, and Mutukula border posts
- Established working relationships with KRA, KEBS, TRA, URA, and KEPHIS officers
- Demonstrated ability to resolve border clearance exceptions (EXIT Notes, Movement C2 delays, inspections, valuation disputes)
- Proficient in Microsoft Excel (OA system experience preferred)
