Duties & Responsibilities

  • Develop the human resource planning policy and procedures in line with the institution’s overall policy.
  • Advise the BOG on HR matters to enable informed decisions.
  • Act as the link between management and union, including negotiating and formulating collective bargaining agreements.
  • Oversee HR training and development by collaborating with departments to establish needs.
  • Supervise administrative services including catering, boarding, secretarial, and transport operations.
  • Administer staff appraisals and review reports to monitor performance.
  • Provide guidance to staff on recruitment, training, performance management, and other HR functions.
  • Validate letters of promotion, probation, and appointment for accuracy.
  • Process approved staff leave according to the schedule to prevent overlaps.
  • Manage and update payroll in compliance with regulations.
  • Handle recruitment and appointments to ensure adequate staffing.
  • Address staff discipline and grievances professionally.
  • Review employment and working conditions for legal compliance.
  • Provide staff counselling and promote welfare and wellness.
  • Ensure workplace health and safety standards are observed.
  • Analyze staffing needs and close gaps to ensure consistent manpower availability.
  • Process staff promotions, appointments, and transfers as approved.
  • Monitor training program implementation for efficiency and quality.
  • Communicate clearly on staff separation benefits and notice periods.
  • Maintain the HR information system while ensuring confidentiality.

Academic Qualification, Skills and Work Experience

  • Bachelor’s degree in Business Administration (HR Option) or Social Sciences with a Diploma in HR, OR a Higher Diploma in HR Management from a recognized institution.
  • At least 3 years of relevant working experience in a reputable institution.
  • Active membership with THRM.
  • Computer literate.
  • Well-versed in Employment Act and labor laws.
