Arrest Warrant Issued for Kisumu City Manager Over Forgery and Fraud Charges
The Milimani Anti-Corruption Court has issued a warrant of arrest against Kisumu County City Manager Michael Abala Wanga after he failed to appear in court on Monday to answer to multiple charges, including forgery, uttering false documents, and fraudulent acquisition of public funds.

Altered Conference Invitation
Wanga is accused of altering the contents of a letter dated June 10, 2024, which purported to invite him to the CLEAN Air Forum in Lagos, Nigeria, between July 8 and 12, 2024.
According to the Director of Public Prosecutions (DPP), the altered document was allegedly used to justify excess payments from the Kisumu County Government.
The court heard that Wanga allegedly uttered the forged letter, presenting it as a genuine invitation from the University of Lagos, resulting in fraudulent receipt of KSh283,402.50 in excess facilitation allowances.
Multiple Fraudulent Acquisitions
The prosecution has also brought additional charges against the city manager, accusing him of fraudulently acquiring public funds amounting to KSh8,701,091 from the Kisumu County Government.
Further, Wanga is alleged to have forged a Kenya Certificate of Secondary Education (KCSE) certificate reflecting a mean grade of C+, which he purported was issued by the Kenya National Examinations Council (KNEC).
Court Proceedings and Next Steps
Senior Principal Magistrate Gichana issued the warrant of arrest after Wanga failed to honour the court summons.
The matter has been scheduled for mention on November 25, 2025, as prosecution — led by Abdisalam Bore — seeks to proceed with the case.
The arrest warrant marks a significant escalation in the legal proceedings against the city manager, who now faces immediate apprehension by law enforcement authorities.
This development comes as part of ongoing efforts by anti-corruption agencies to combat graft within county governments across Kenya, with particular focus on senior officials accused of misusing public funds.
