The Ethics and Anti-Corruption Commission (EACC) has summoned Kisumu County City Manager Michael Abala Wanga to appear before investigators over allegations of forgery and fraudulent acquisition of public funds.

DPP Approves Corruption Charges
In a statement released on Thursday, the EACC said it had received approval from the Director of Public Prosecutions (DPP) to charge Wanga with multiple corruption-related offences, including forgery, fraudulent acquisition of public property, uttering false documents, and presentation of forged certificates.
According to the commission, Wanga allegedly used forged academic certificates to secure his appointment as Kisumu City Manager. He is further accused of using falsified documents to facilitate travel and payment of allowances for a female non-staff member who accompanied him on an official trip to Lagos, Nigeria, between July 8 and 12, 2024.
"The Commission hereby directs Mr. Michael Abala Wanga, the Kisumu County City Manager, to present himself at EACC Headquarters, Integrity Centre, Nairobi, immediately for processing and arraignment," read the statement by EACC CEO Abdi Mohamud.
False Representation of Non-Staff Member
EACC alleges that the individual in question was falsely presented as an employee of the County Government of Kisumu, resulting in the irregular spending of public funds.
"Being the City Manager of Kisumu, he used forged documents to facilitate travel and payment of allowances for a female non-staff member, who accompanied him on official duty to Lagos, Nigeria, disguised as an employee of the County Government," the EACC stated.
Investigation Timeline and KNEC Findings
The EACC further stated that investigations into the matter were completed in March 2025, after which the file was forwarded to the DPP for review and concurrence.
A petition submitted earlier to anti-corruption authorities had called for Wanga's prosecution, citing discrepancies in his academic records. The Kenya National Examinations Council (KNEC) reportedly confirmed in a letter dated January 27, 2022, that Wanga's primary and secondary school certificates were not authentic.

With the DPP's green light, the Kisumu City Manager is now expected to face formal charges in court as EACC intensifies its crackdown on corruption and integrity breaches in county administrations.
