Peter Anyang' Nyong'o has been summoned by the Senate Devolution and Intergovernmental Relations Committee following serious allegations of a governance breakdown within municipal boards in Kisumu County.

The move signals growing scrutiny by the Senate over how county governments are managing urban areas and whether municipal boards are being allowed to operate independently as required by law.

💬 Committee chair Mohammed Abbas: "The Senate intends to establish whether the allegations point to gaps in the law or failures in implementation. The committee is prepared to recommend legal reforms if current laws are found to be insufficient."

Why the Senate stepped in

The decision to summon the governor followed a Monday session in which municipal chairpersons accused the county executive of:

  • Interfering with board operations
  • Controlling and limiting access to approved budgets
  • Bypassing legally established structures when making decisions
  • Weakening the autonomy of municipal boards

Budget cuts and stalled projects

Municipal board officials told senators they receive only 30–40% of their approved budgets, a situation they say has crippled service delivery and slowed urban development projects.

  • Reduced capacity to deliver essential municipal services

Senate demands evidence

Senator Catherine Mumma urged municipal officials to return before the committee with documentary evidence to support their claims.

She emphasized that the Senate's investigation will be evidence-based, warning that the committee will not rely on speculation or rumours when making recommendations that could affect county governance across the country.

All 47 governors to face similar scrutiny

In a major escalation, the committee resolved to summon all 47 governors to examine whether municipal boards are facing similar challenges nationwide.

The probe could lead to sweeping reforms affecting how towns and cities are managed under Kenya's devolved system of government.

Regional pressure mounts as governance concerns spread

The Kisumu situation comes at a time when several county governments are facing increasing political and administrative pressure.

In neighbouring Homa Bay County, Governor Gladys Wanga has recently faced mounting criticism over governance and political tensions within the county leadership.
